The 10th INSPIRE Policy Lab Successfully Held

The 10th Policy Lab organized under the INSPIRE Project was held with the aim of further strengthening therole of the creative industries in policy-making processes. The session focused on identifying 10 core policyareas to be included in the final Creative Industries White Paper/Manifesto, building on the themes discussed in previous labs. These proposed policy areas were developed with careful alignment to Türkiye’s TwelfthDevelopment Plan.

Key topics discussed included: a nationally agreed definition and data collection system for creative industries, reform of intellectual property rights, simplification of business registration processes, tailored financialincentives for the creative sectors, establishment of local creative hubs, strengthening sectoral representation, structured public-private dialogue, capacity building for public officials, cross-disciplinary collaborationbetween arts and technology, and public visibility initiatives.

Both public authorities and creative sector stakeholders supported the feasibility and relevance of the 10 proposed priorities. It was emphasized that several of these proposals could be tested locally or sectorally beforebeing scaled up to the national level. The alignment between these proposals and the priorities of thedevelopment plan—such as digital transformation, support for micro-enterprises, and copyright reform—wasparticularly underlined.

In the second half of the session, working groups were formed to explore how the proposed policy areas couldbe translated into actionable and impactful recommendations. This process once again reflected the INSPIRE Project’s inclusive, participatory, and innovative approach to policy development.
